With curves. Probably not for beginners.

STEP ONE:

Blur the skin of the base using a soft round brush, 9px, 67% opacity.

Then, sharpen the eyes and mouth using a soft round brush, 13px, 50% opacity.

STEP TWO:

Duplicate this layer. Set it to Screen 79% then desaturate it.

Go to Image-> Adjustments-> Brightness/Contrast and set the brightness to -48.

STEP TWO [cont]:

Go to Image-> Adjustments-> Curves. Set Input to 81 and Output to 68.

STEP THREE:

Duplicate base and place it on top.

Set it to Soft Light 81%.

STEP FOUR:

Use the left light texture [forgot who made it, sorry] and place it above set it to Screen 100%

 

STEP FIVE:

Select the base layer.

Go to Image-> Adjustments-> Curves. Set Input to 77 and Output to 108.
